OHN quantities of dry material

When i mix the dry materials at 1/3 height, it seems there is so much more licorice.  The licorice does not expand.  Its also cut much smaller  than the cinnamon.  How small should  i break up the cinnamon?  And the angelica expands so its no longer 1/3 and i need to remove some?  Should i make them equal weight rather than volume?
